Steve Powers would like to do his part to “make Salem, Oregon the best city in the country.” It’s not a throw-away line he uses. He means it when he says it. He will define what “the best city in the country” means to him and share his vision of how we might get there. He promises to outline a strategic plan for managing the business of Salem in a manner consistent with the financial, legal, and political dynamics of our special community.
